Build Terraform Provider for API

I need someone to build a terraform provider for an API that we use. The API is already declarative so I believe it should be simple to implement.

We already have a CLI that uses this API as a reference (link removed) and the source code for the Cli is open.

I want to initially support the ability to sync routes. If I have a route yaml file I want to use a terraform provider to apply that to a given vault on our system.

Terraform apply should sync the route config onto the vault.

I want the deliverable to include:

- oss
- terraform provider
- basic documentation
- circleci integration with passing unit tests (including a badge on the README that shows green)
- I can build and test using the following commands:
- docker-compose build tests
- docker-compose run tests
- readme instructions on how to continue development
- tests

I will provide a git repo to make a pull-request against.
