Setup PACS server to receive DICOM files and communicate via API

Need someone experienced in PACs and DICOM files to help setup a cloud server that can receive DICOM files from various X-ray machines in various physical locations.

We have a website that we would like to integrate with the PACS server via API to view the studies.

Ideally, we would like to somehow separate the studies in a way that certain users can only see the studies that come from the physical locations (x-ray machines) that are assigned to them.

Please indicate which open-source PACs you would use and why.

Please account for some consulting time in your estimate to help us make sure the API communication is working well. We might need assistance in learning how the API works and how we can best integrate it in our website.
