App for Iphones and Android

We are looking to develop an app where its visual and audio.

The visual will be in one native language and one english language. Plus there will be audio to each line of the native language and english language.

So its like having a playlist of tracks being played in one lanugage, followed by its translation in english language, and it should be user friendly, the user should be able to book mark the pages read and also be able to read the page visually while listening to the audio in both the languages.
We would like to know the cost and time associated with this development process and what support would be get after the project is complete in-case we need.

Kindly let us know what would be your charge to build something like this and upload them to the itunes and android/google playstore platform.
