Neighborhood donations APP

Application allows convienence for neighborhoods and their created mobile-users in location, all of people in that specific area or on the same street with a shared account of donated-to-neighborhood money collectively

Multiple neighborhoods can join up (up to 3) to make a power neighborhood singularity.

Application will have donation increments collected to the group or neighborhoods sum total, using credit card or a post in the specialty information about the neighborhood that tells where to send or drop off donation money to the main admin of the neighborhood who will assort any physical payments into the neighborhood account

Each member at the period of time pre-selected, that end of monthly or bimonthly time will be allowed to elect a choice of what should be done with the money next, and at the end of the time period when the spending is to occur all members of the neighborhood will give a vote to see what work gets hired to be completed within the designated and bound area of the hood.

I need someone who is fairly talented and might have some ideas about the overall features of the app.
