Developing a mobile app IOS and Android that can work offline to connect to our SharePoint sites.

I am looking for a developer to support our business to create and support us in developing a mobile app IOS and Android that can work offline to connect to our SharePoint sites (not power apps, we are looking for standalone). We have multiple clients and multiple sites. The web interface from our admin perspective should able to create the mobile app as a template, we should then be able to copy this template to various groups, customise the app, add permissions, then connect to various SharePoint lists (as lists may have various names) and add a PDF file of the record to a document folder in SharePoint. We are looking for a developer to work with ongoing, with ongoing support.

Please provide samples of similar work, no links or references makes it very difficult to pick you to support us.
