Report designer at runtime for C#, .NET Core app

Looking for a highly skilled C# programmer that can create a module that does the following things:

1. Run in .NET core app (would be great if it is implement using .NET Core 3.0 and Blazor)
2. Provide UI for users to define report layout at runtime (ie Invoice print layout), user can add fields to the report as well as be able to position fields. Fields can be images (logo), database field (invoice date, invoice number, etc..) field for invoice lines, and free text fields

Selected candidates will be given more info. Please bid as a fix priced project and the money only be released once everything is working as expected.
