Looking for a DBA who can write a stored procedure to do the following

1 create mytable as copy of parent table
2 Everytime the procedure runs(every 30 min ), it should do the following
- look if any rows are added on parent table.if added add those to my table
- check to see if any data is changed on the parent table. If it is changed , add that as new row with changed data on my table.

I know this table would become big at some point of time. We will later purge it or create a roll-up table . That is not a part of this project.
