PHP MYSQL API Developer needed

We are looking for an experienced PHP developer to work with our current developer to complete our API Backend using PHP, the APIs have to be secure and usable by our frontend framework.

We are looking for the following:
Ability to write PHP7 compatible codes
Creating OOP based codes
Creation of RESTful API
Understanding of MYSQLi PDO integration with PHP
PHP Payment integration with Paypal

Laravel framework skill is a bonus.

An NDA covers this project, all details of the application will be provided when NDA is signed.
