Security Issue Sending Emails with Attachments from AWS, IIS, and SQL Server

We are trying to send an email from within MS SQL Server and it only fails when we try to send it with an attachment. We get a security issue. Which is an alert we can show you when you log into our environment.

We do not have an issue sending emails without an attachment. Our web server and db server are on different machines.

We do not run active directory.
