Civil Engineer needed for Sewer Extension plan for permit

I am a licensed Civil Engineer and I am looking for a Civil Engineer who can prepare Construction Documents (PE stamp not required) for the permit of a sewer pipeline extension in Frederick County. I will share a Plan Overview of Proposed Sewer Extension for the general idea of how the existing sewer line will be extended with selected freelancers. I will provide the letter outlining work item requirements (from the county) and all available existing drawings of the property which is located at 5939 Bartonsville Rd.

I can provide the PE stamping myself (if required) but require a Civil Engineer to do the following Work Items:

1) Review all available existing civil plans related to the property
2) Review all Frederick County requirements outlined in their Design Manual for Water and Sewer Facilities
3) Discuss with me what else you would require to prepare drawings and what assumptions to make
4) Prepare Construction Documents per Frederick County requirements with any accompanying calculations (if required)
5) Explain your design to me and make any changes revisions, as required
6) I will then stamp and submit for permit. After which, you will need to address permit comments in drawings as required and provide formal responses to each permit comment (if any)

Please note, the payment for the construction drawings preparation milestone is to be processed 60% at time of drawings delivery and 40% at permit approval of drawings.

The fee budget I have listed is only a placeholder for your quote. I would prefer you provide a fee structure based on the following milestones:

- Document Review and Discussion (Work Items 1 to 3)
- Permit Document Preparation (Work Items 4 to 6)
