Consultancy Objectives
In the context of the above background, the Office of the President plans to task a consultant to prepare guidelines that will align Office work with best practices and standards in managing internal and external engagements of the President and other Members of Management in terms of protocol and other executive management support activities. Therefore, the purpose of the consultancy is primarily to develop IsDB guidelines for protocol and executive management support.
The reasons for developing new protocol guidelines are to:
- Enhance the management of missions, meetings and protocol of the President and taking follow-up actions that emerge from such events. This should be in coordination with the concerned Departments/Entities
- Improve responsiveness with internal and external stakeholders of IsDB
- Build strong relationship with internal and external stakeholders crucial to the success of the Office of the President
- Preparing quality documents for the President for his internal and external engagements
- Interacting effectively with Government representatives of member and non-member countries, development partners and other stakeholders to ensure productive meetings
Scope of Consultancy
The guidelines need to rationalise IsDBs future role and direction on matters related to protocol, management of missions and meetings. It should be aligned with the Banks strategic directions, especially the President Five Year Plan (P5P) and Banks communication strategy. With the guidelines, the consultant shall also develop detailed business procedures and processes in the context of re-organisation of the IsDB. The guidelines should also clearly align the benchmarking of IsDB with other MDBs.
The following outputs are required from the Consultant:
- First Draft Report on Protocol Guidelines along with detailed business procedures and processes must be submitted by the end of first month for review of the Office of the IsDB President Staff
- Second Draft Report must be submitted by the end of 2nd month for review of the Office of the IsDB President Staff
- Final Document by the end of 3rd month (i.e. end of consultancy)
- Mohammad Farooq, Manager, Executive Management Support and Protocol, Office of the President will supervise this assignment.
