Google Sheets Custom Functions - Email Sheets Data

I need a custom function within Google Sheets that sends an automated email Monday morning at 9AM Central Standard Time to specified emails ( I can provide later). The custom function will go through rows on a Google Sheets and determine if data needs to be placed within the email template. Ive provided more details with you soon.
