create web/mobile game for events hall

hallo to all
we have a new events hall place in TlV
the place is divided to 14 zone/territories that each zone can have up to 11 people
the idea is to create the place and to let people the opportunity to have the max look and feel of the place online and to let them play with the guests list that they have/to attach them a seat they want,to let them choose what food they like to have, what music they will like to hear
what is the content of the event...basically goal is to let them have the opportunity to build and build virtual event online that has the opportunity to give them that event offline in our event hall. Goal is to build a team of people with experience building light games online and people that can help us in this project. After we understand what we want and have its going to look and feel we deliver specification to a development team that we will choose
