referral's Incremental referral points contribution to his referrer

a Plugin for a formula that every Incremental referral points should contribute aX% to his referrer

Currently using Sumo referral point system at a WordPress woo-commerce website.
Assume User A is the referrer of user B, user B will be the referral of User A,
The sumo point system will assign referrals certain points to the referrers points account, this is defined by the sumo system
The job is to create a new plugin (coding), to let every point that referral get, contribute an x% to his referrer, and user A refer user B(level 1), then user B may refer user C(level2), user C then can refer to user D(level 4) ....up to level 9, and the total contribution level of users can set at a number Y, and Y can be adjusted by administrator, and Y is set up to be a number between 2-9.
For the referrers points system, the reward point is defined by the original reward point system, those coding does not need to change at all, only to assign this x% factor, and Y factor to the calculation of the system by a plugin, and the x% and Y can be adjusted by admin
Need someone who is can fully understand the logic of the plugin, and adapt the logic to the point calculating result of the reward point system, which is displayed at my account page.
this is a bit like the interactive marketing of many companies, but in a simpler way
