Amazon Mechanical Turk setup and management for PHP

Using PHP, please write a code to process and manage HITs Amazon Mechanical based on the requirements listed below, and instruct on how to access the API.

We have a .csv file that contains a list of names, addresses, and law offices of attorneys and using this information we would like people to look for emails for us. Not every single record is going to have an email address that can be found and by default, We keeps the order of the HITs the same so that if the first HIT has no email, every worker who takes this task will start with the same bad HIT, so we request the following:

Using PHP, the design layout, and the API we would like when a worker sees a HIT and realizes they can not find an email address that once they skip/return it, that HIT will go to the bottom of the list so that all the workers do not all start with the same HIT where email can not be found.

We would also like the HIT to include a counter to tell us how many workers have already taken a look at the HIT and have skipped/returned it thus far so they can know how many other workers have tried this HIT with no success.

This task will be considered complete when:
A) A source code has been provided and proven working to generate these hits and to monitor progression
B) It has been well understood to how to access the progression of the HITs using the API with PHP.
