Arduino platform to interface Zigbee and CAT M1 LTE solution

We are looking for someone who can SNIFF an off the shelf Zigbee sensor and via Arduino REPOST that data to a AWS cloud via a CAT M1 ..
We would like to also manufacture this product with a few other features.. add: Zwave, bluetooth etc .

These are the basics and need to get an idea of time requirements to use the Arduino dev kit to create proof of concept and then proceed with refinements and then schematic and production.
