a barcode scanner is plugged into a USB port of windows machine, we want a dll that will intercept all the barcode inputs
if the input matches some regex rule that we've defined, that intercept it into our application, otherwise pass it through to windows
should be a dll that can be imported into a .NET project for use
so that the regex rules can be defined and the barcode input can be used
this should be for any barcode scanner using USB HID
