Build intelligent Social Media crawler

We are looking for a social media engine that delivers us the names and profiles of suitable candidates for new jobs that we have.

The engine will get a few parameters from us as input (ie location, current employer, Jobtitle etc) and will actively search for potential candidates on the main Social Media platforms like Linkedin, Instagram and Facebook.

Based on the criteria the engine will harvest the names and profiles and actively engage a communication (either with text or an image or a combination of the two) with them through a chatbot.

The candidates will be triggered through this 1:1 communication via a chatbot that uses either Messenger or Whatsapp (preferred). They are asked if they are open for a specific new role we have. If so, the automated chatbot will direct the candidate to a page with a job description and some test questions which they need to fill in to see if they match the profile required for the role.

Based on their answers the system will score the candidate on suitability for the role. Once that is done, and their profile matches our requirements the candidate is offered a calender on which he can select a suitable moment to have a telephonic interview or to have a Whatsapp chat with a real human recruiter.

After this is date is set, the candidate will be directed to our Applicant Tracking System webpage to fill in all personal details required.

Reporting dashboard
Notification functionality

Since this is still a rough idea we would welcome some serious expertise to add to the project. Someone with good architectual skills and a good understanding of the development of a tool like this. So in case you would like to offer your services for this project we expect quite some leadership, expertise and input from you as well.

The project cost will be split in 2 phases:
Phase one (25% of budget) - Project architecture and functional specs
Phase two (75% of budget) - the actual building and dellivery
