Build web apps/sites for music instrument learning

Im a private and online drum teacher with +20 years teaching exp. and +20k followers on social channels

Im looking for:
An experienced web/app developer to help kick-start/build on a really awesome drum learning app idea for web browsers and/or mobiles devices I have. I need someone to turn my idea into an app. The project is based on creating a drum app that guide students trhough their learning proccess. Please contact me for more about this. Im looking only for ARGENTINIAN PROGRAMMERS /DEVELOPERS LIVING IN ARGENTINA AT THIS MOMENT.

We need the following deliverables:
My idea would be doing this app through 2020, so I do not have a strict time schedule, im not in a hurry so you would work at your own peace.

To complete all the deliverables, the right developer will have experience in the web application, and UPLOAD THE APP TO GOOGLE PLAY STORE)
