Civil Engineer registered in Arizona needed for Hydraulic calculations

Im building a shed within a floodplain and my foundation has to have a civil engineer registered in Arizona to perform Hydraulic calculations to show the building would not increase the 100 year RFE (regulatory flood elevation).

The shed would be 200sqft that would stand on four concrete pillars(roughly 2ft-3ft in diameter)
