Create Azure App Logic for extract Data from FTP and insert its data in SQL Azure database table

We are looking for a Azure Developer in order to create an Azure "App Logic" for extract Data from FTP and insert data in a SQL Azure database table. This is the desired procedure:

* Files are putted in a FTP server in a specified path (by example /data/fileYYYYMMDD.csv ) , 5-6 times per day.
* Using the service "Logic App" in Azure , process the file and insert its data to a SQL Azure Database table. The data structure will not change
* Send a Email to a administrator with the success/failure notification per each file processed
