create landscape design for a park

I am looking to work with a professional who could draw/create the initial drawing for a park.

There is a 2-acre vacant lot, we like to propose to the City to build a park there. The land is in the middle of a neighborhood, it's steep with a stream running through it. There is an existing bike path through the park, we like to extend the path and make a wooden walkway around the park.

The land is wooded, with some trees over 100 years old. We will cut the overgrowth, and the vegetations and clean up the grounds, we will install gas lights along the path, make a gate and a wall, and plant the State trees and vegetations to make an educational park. People, kids, and seniors could walk in this beautiful, old school designed park, and learn about their States vegetation.

Due to land zoning restrictions, and Restricted Protected Area (RPA) around the stream, we could only put light poles. wooden walk away, and may be a few benches.

I can send Google pictures and explain exactly what we intend to do, we know the type of the walkways, the bridge, etc. We need someone who could masterfully make an architectonical drawing from this park to be presented to the city Mayor and members of the community
