Create map to use with unreal engine 4

I will share a (poorly designed) floor plan of what I was looking for with shortlisted candidates.
I need -
1. Second floor (this is where the user will spawn, it contains doors, offices, and an elevator
2. First floor (when you come around the stairs, you enter this area filled with pipes and a balcony in the final room before double doors exit.
3. Parking lot (this is where the user will exit to.

I would want it modeled and textured.

Please provide an estimate on time and price it would be to do this.
