Creating a 3rd party advertising platform. (escort advertising board)

I am looking for someone to build the front and back end of an advertising platform close secret with the web domain called closesecret that upon completion must have these completed. The web site must be easy to use, mobile, tablet and computer friendly and have quick performance. The website will be made in PHP back end and javascript front end and being reactive to instant commands.

The website is based on 3 main things:

1. The distance between consumers, similar tinder where you can set how far away someone is from your location, although you can freely change where you would like to set your location if wanted.
2. I will share a link where you have a lot of freedom in choice and selection of what you exactly are looking for.
3. I will give some reference link where you can compare different products and prices of these products.

The successful Developer of this must be able to code in React, PHP back end and have a high level of communication while being able to complete these tasks
1. Being able to upload the final project to web gator (release of final payment will be released after this)
2. All code will need to be routinely uploaded to a GitHub to ensure completion
3. Communication must be constant unless communicated in advance (i am on holidays on...)
4. Any job alterations must be approved by myself. I am happy to answer any questions about the job you may have and will help in any way.
5. Usable demo of the site is to be tested before payment points will be delivered.
6. The website must be mobile friendly. (most of my user base will be used on mobile phones)
7. Payment system must have an ability to use Credit Card and allow people to cancel this at any time within their account on this website. Paypal and other system dont allow adult content to be used. this will be done after launch of the website.
8. Must be able to auto-generate a receipt upon successful payment
9. Must be able to meet the deadlines. (please do not accept the job if you cant meet the deadline first without telling me and we agree on a new deadline.
10. Must be able to have geolocation to compare the distance of people closes to their vicinity.
11. Email verification for new users
12. High level of security. Dont want my users to be discovered and blackmailed for using my services.
13. Services are different across each profession so each profession must be able to select only the services relevant to them.
14. Each state has different rules. when someone advertises in a state it will show a link to the rules (Removed by Toogit admin)
15. list of services for professions (Removed by Toogit admin)
16. Queensland, Victoria and South Australia must have their services hidden but able to be viewed see what services are offered by this person outside of this state. this must be done for each individual but not hinder search functionality.
17. Search engine optimization for google
18. Ability to host videos through the website (upload to the website then be viewed by the website)
19. Ability to post blog posts on the website
20. Ability to stick to a deadline and hit targets agreed upon before accepting the job.
21. The website will post ads daily (once a day if they pay for 30 days) there will be
30 days of ad listings
