Database Administrator/Expert to Review Current Database Configuration and Indexes

I am looking for a database administrator/expert who can review my current database configuration including tables and indexes and recommend how it can be optimized.

As my web application traffic increases I am seeing the performance of my database decrease and I want to confirm its configured in the best way.

Over the years many indexes have been added to my database and I want to make sure that I have the correct indexes on my tables (i.e. also taking into account that I am not over indexing)

I also need a way/tool implemented that allows me to easily measure the performance of my database and produce a report for its performance. I would like to run this report before and after any optimizations which maybe performed also.

My current database is MS SQL 2008 R2 and we are planning an upgrade to SQL Server 2016 in the near future, however I want to fine tune the tables and indexes prior to that if possible.
