Developer needed for creating a responsive WordPress Page

Wed like to set up a fast wordpress website.


We have the following requirements:
- Set up the WordPress-Page
- Create a theme.
- Create a responsive template (Desktop, Tablet, Mobile)
- Create a theme and content, which looks exactly like that one on the screenshots, which are provided to you. You will receive an InDesign-document including all pictures, fonts etc.


The website must be as fast as possible. Therefore we have these requirements:
- Use as less requests as possible
- Remove unused CSS- & JS-Code
- Inline SVGs
- TTFB (Time to First Byte) has to be under 350ms on each page
- Graphics have to be compressed
- Graphics must not be scaled down on desktop
- Use Caching in Wordpress
- Use Pretty-URLs
- Use Responsive Webdesign - “ will help you
- Webfonts have to be hosted on the clients web server.
- Dont use inline-Styles.

The Web speed has to be 90/100 within yellowlab, gtmetrix tools.
