Developer needed for data visualisation

We are looking to produce a webpage to feature a story and data visualisations. We will provide the design, writeup, images and data, while the developer is expected to code the webpage.

The data visualisations should be mobile responsive and have:
- interactive elements such as buttons or dropdown box to filter the data
- mouseover or hover effects on data points
- ability to highlight certain data points while isolating others

The webpage should also be mobile responsive and have:
- parallax effects for images or
- lazy loading effects for elements like headings, texts, charts or images
