Developer needed for Drupal Adaptive theme gambling site

Overview of website:
This will be a gambling gambling club where money is pooled each week, half goes to the kitty, the other half to one person who bets for the group and at the end all the money is used for whatever the group decides (bachelor party, seats to a game, ect)
- Each club should be able to select the amount they pool each week, what % goes to the kitty, and the rest goes toward betting. Other setting - How many people are in the club, and number of weeks the club will go for.
- If the person doubles the money for that week, they get to bet again the following week, this goes on until they do not double the money

Deliverables:
Obviously this project has many complexities from being able to process money, distribute funds, regulatory rules and laws and the actual odds making portion. So for now, we are looking for a program that can track the clubs progress. For each bet placed the bettor should be able to upload a screen shot, and manually put in their winnings and losings so the total kitty can be tracked.

^ I include this because I am not sure if the coding language will be effected to allow the flexibility to do this one day

What makes us unique:
We have a team that has a payments and regulatory background however not much of a technical background. When it comes being able to navigate the regulations, changing laws of the gambling industry and movement of money we have a good team, however because we have no technical experience we are relying on you to use your best discretion on how to set this up the platform is flexible to grow and add in more elements like start taking money and allowing gambling on out website
