Developer needed to create a reviews site.

I am looking for someone to build a reviews website. I would like this website to have a community where people can message each other, build a profile, create group chats, upload photos and more. I downloaded the ultimate member plugin already and paid to have its full access but I am having a difficult time setting up the website. My website also keeps crashing so I am unable to launch it to the public.

This website will cater to women and men who are seeking cosmetic surgery procedures. I would like to give people the opportunity to leave reviews on their surgeons and products they have purchased. There will have to be sub categories created for this page as their are surgeons in different countries. For example, the parent page will be Surgeon reviews and when you put the mouse over it, it should break down to say Colombia, DR, Miami, Turkey for now. When a viewer clicks on those pages they can find that surgeon or have an option to add their surgeon to the list.

I would like to hire someone I can build a future relationship with and continue to work with them to make necessary changes or expand on the the vision of the website. I have a budget of 2,000 currently.
