Developer needed to make an Instagram shoutout selling website

Hi!

I am looking for an experienced developer to create an Instagram shoutout selling website. It will not be a marketplace, but rather allow people to create their own custom checkout page which they can add as a link in their bio so anyone can purchase. I will share some of the features that we will need:
- Clean and minimalistic design.
- Allow people to register and login.
- People can add Instagram accounts (which it will verify their ownership) and customize their pricing and details.
- Generate a custom store link for each Instagram account which can be placed in their bio
- Allow people to purchase shoutouts using the checkout link.
- The money will go directly to the sellers PayPal/Stripe (IMPORTANT: sellers should be able to just place their PayPal email in and should not need a business account).
- Sellers will receive an email about new orders and be able to view all orders and their details on the site.
- Sellers can mark orders as completed after posting and provide a link and screenshot.
- Buyers should receive email updates about their order.
- There will be multiple plans which sellers can choose from, allowing them to add a certain number of Instagram accounts among other extras.
- There will be some other features and generic things which will need to be added, but this is a quick overview.

In general, the site will be very similar to adstock.io so I would recommend viewing that site to get the general concept.

For the technology, I would like it to use the following if possible, but Im open to suggestions:
- HTML
- CSS
- PHP
- MySQL
- JS
- Sendinblue (for transactional emails)
