Developer to build RSS Alert to SMS system (commercial ones do not seem to work)

Hello there - I have a website which has a subscription service included.
I need a alert system which sends a SMS whenever a new post is created.
I have attempted to use all the generic RSS Alerts which you can find online.
Non of these work, looking for an expert to solve my issue anyway possible.
I dont mind if its something easy, or if it involves producing new software to work.
