Django, responsive site

Looking for an agency for a financial cms site.

The project will start small and rather simple, but should grow more complex over time.

The first task is to create an index page with a login link. The login link should open a modal, with a password reminder link somewhere.

After login, users should land on a page with a drop down menu. In the menu, they should be able to change their password.

We also need a users view, it should contain a datatable of existing users. There should be a button to create new users; it should open a modal. If we double click a user in the table an edit modal should open. Instead of delete, we want to disable users (maybe this can be handled via an audit package). We want to be able to sort and search the table. We would also like buttons for copy (to clipboard), print, and export (csv). We like datatables.net.

A superuser should be able to impersonate users, and we would like to employ some sort of permission system.

Security is very important to us.
