Drupal 8 CRM development

I need someone who had experience in creating a Drupal 8 CRM for :
- budgeting module
- request fund to projects done
- request fund of the projects will be approved by 3 departments/ 3 user roles
- HRD, finger print CSV upload to calculate salary, salary invoice.
- print request fund invoice
- budget warranty for the project items that client purchased
- reporting of payment project

I would like to know proposed contract :
- what would you like to use? custom CRM or which Drupal CRM that is free to use and can accomodate this.
- how long and budget proposed?

For candidates that have done this before only, please state example for screening process.
