Dynamics 365 create PCF control

I need to ramp up on Dynamics 365 PCF controls, together with a PCF expert who could do -2 sessions with me

I do not have a concrete requirement, just need someone to go over with how to prepare a PCF control with Visual Studio 2017/9 (ideally NOT with VS Code).
Basically to see how to :
1. OPEN EXISTING controls (most of them are with done with VS Code, so need to know how to restore dependencies/NuGet etc , and using the CLI).
2. START CREATING a new control and to then deploy it to some test environment (I have a few ideas for PCF controls Id like to build)
