Fix and Clean a server from malware

My server was hacked and a previous programer who worked with me implemented a code on my server that is causing redirects of my websites to malicious sites.
That code is generating and populating php files all through my public_html subfolders (sites) on my hosting account whether theres a website on these folders and even if not.

I have cleaned all malicious php and ico files from the folders (sites) numerous times and they keep on coming back after 2-3 days.

All sites have ssl installed and as for security plugins the all have wordfence, malware remover and shield security.

I have changed once all admin users passwords in the databases of myphpadmin and the problem stopped for 1 week and returned ever stronger.

The job is:
To find that code/file that keeps generating the php and ico files through all my server and creating redirects of my websites to malicious sites and remove it so that problem will end + making the adjustments to secure my server and sites from having the same issue again in the future.
