Fix Wordpress Website (error when upgrading PHP 5.6 to 7.0

When upgrading our website using PHP 5.6 to PHP 7.0, we are now hitting the following error: Forbidden
You dont have permission to access this resource.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

I have tried the following troubleshooting: 1) restored htaccess back to default, 2) changed permissions to all directories to 755, 3) disabled all plugins.

Currently, we have a maintenance page up to bypass the nasty errors.
