Help fixing staging server that serves cached content

Why does my server sometimes serve old cached content even though all cache has been cleared?

On a staging site, maybe 1/2 the time it serves old content from an old release that isnt even available in the file structure anymore.

It seems like something is cached, but all cache that I know of has been cleared.

I would like to speak with an AWS expert.

Prefer someone with symfony and WP experience.

This should be a quick and easy job, but if it is successful, there is a lot of opportunity for future work.
