I want to crate a tool which helps us to plan occupancy of production machinery

We are running an engineering company which produces metal tools for tablet manufacturers.
Within our organization we use app. 15 key machines. The existing tool to plan an efficient deployment of them is somewhat less than perfect.
Like a hotel reservation system, I want to implement a tool which enables the dispatcher to allocate machinery capacity to specific production tasks.
In Short:
- I envision a form where the dispatcher chooses a specific machine
- Then a calendar appears (week view – similar to outlook) where all the assigned tasks for this mean of production are shown
- All the task meant to be conducted with this machine but not given a specific date and time are shown in a sidebar. The dispatcher now drags these tasks one by one to free timeslots within the calendar.
I’ve tried to create this with a ms access application, but could not find the right calendar tool to perform the above-mentioned requirements (couldn’t get Outlook view control working …). MS Access would be the tool of choice for my demand, since I could easily do my own modifications. But if it’s not realizable in a satisfying way, then be it and we look for something else…
In the first step, we want to have a (maybe sketchy…) solution quick to get a feeling how it can support our daily business. From there we want to move ahead and implement some more features.
This said I think we need someone for 2 to 4 days and what evolves from there we will see
