Inno Setup for java application / possibly other packager

We need inno setup created for our jar application.
Requirements:
- Read fileversion of itself (setup.exe) and put this number into .txt file in app dir
- Check if java is installed, if not install it and export the path to env vars
- Create few registry entries that would for example contain javaw path and .jar path
- Download two .jar files and place them in app folder
- Create shortcut that have javaw path as first arg and .jar as second

On all this steps I can provide you will examples and more detailed thinking (even suggestion how to handle it).

I would prefer to have this done as soon as possible.

If you are confident that you can use other / better packager for this jobs still apply and write your reasoning in the application letter.
