Looking for a programmer who can automate splitting pages on a long PDF file.

We need a program that allows a user to mark a start and end place on a pdf document to designate where separate documents are required. On a finish command the program will create individual pdf files for each of the designated start and end portions.

Depending on the capabilities of the programmer we may have a desire for additional programming to embed this function into a web application that is written in C# and MS SQL Server.
