Looking for an expert architect (AngularJS, NodeJS, Ionic) for supporting us in creating a CMS architecture

We are setting the foundations for creating a complex architecture which is composed by a CMS, a web front view and an Ionic application.
We are looking for a true expert who has worked already on these architectures and who can give us guidance on setting the right foundations.
For example:
*) from the front end side, should we develop in AngularJS?
*) from the server side, can we keep all the PHP code we developed?
*) with which technology should we develop the APIs for best performance?
*) how do these blocks affect our choice to develop hybrid applications that display the information using the Ionic framework?
*) can we make use of Google AMP for the front end web view?
*) which API Gateway would you be using to implement this scheme?
