Looking for tester for an Android app with a web interface

I am looking for an experienced Android , web app tester who will create test cases and test thos with deliverables. I will also provide some basic tests scenarios which should be tested also.

PhoneBook:
Is an application for each employee of a large company to daily sync a contact list. There are several departments within this organization, some are allowed to see each others contacts/employees, some not. So in short, the employees need the right contacts all the time for their authorized departments in their native phone book. This app just retrieve the right contact list for the employee and store it to the native phone book.

Android app:
A background application that based on the imei syncs the associated contact list for the user.

Web interface:
This section is only available for the admin to upload a CSV file, manage organization, departments, employees and to configure the cron jobs for the daily sync.

What should be tested at least:
- a large CSV file with 1000 employees/contacts
- seperated over 20 organizations, where by some are authorized to see each other, some not and some are allowed to see all departments
- should be workable at 1000 devices(employees without problem).
- syncing should be tested too
- performance testing
- functional testing
- unit testing
... your other test cases
