Looking for website similar to beyondpricing but with different concept

Hello,
I am looking for a website to be developed with different concept.

1. What they are provding is a pricing tool for renting a room, and what we will do is similar with them, but for IT project.

2. Will make some kind of platform for freelancers but its more focusing on each users experience on previous projects he/she joined.

3.For now we need a landing page (Im not sure this word is good or not, but a static web pages which explains what world wed like to create, like above)

4. The first one, the site for knowing usual (average) cost of a IT poject is fo r IT manager in enterprise companies and the both sites we will have will be connected and in the fhture they will be able to find experienced freelancers on the second site.


Reason of my Idea:

Why we are willing to have the set of sites is based on our shared idea like
1) To find good freelancers is very depended on whom the IT managers have known personaly or someone recommended
2) But there is no way to know the freelancers true knowledge or skills because the information is prohibited to be opend.

Like the information what role the freelancer had done in what project is under NDA (Non disclosure ageement) which has no meaning, we believe.
Anyway, as you can see, our plan hasnt been mature and itd be great we could make it concrete through making a explanatory web pages!


Question to you as Freelancer:

1. I ask what is the biggest obstacle you have? like you could find and join the best poject you think if what changes would be applied? to find potential pojects or to know the pojects details beforehand?

2. What is your criteria when youd choose the project you will join?


Im looking for a proposal with estimated cost and time for this
