Magento 2.3.x Upgrade Assistance

We recently upgrade out site from Magento Commerce 2.1.3 to 2.3.1, and the site is running on a dev server, pages loading , yet facing some issues. We have a customized Porto theme.

Now were looking for expert help to assist us in completing the upgrade. Also, would be great if you have a deep understanding of the new features introduced after 2.1.3, and can help us to implement them over time.

Were looking for a long-term relationship, as we have various enterprise storefronts we need to launch.
