MikroTik Expert needed to configure Router to manage 40-60 WISP users.

I want configuration file for MikroTik router RB750Gr3 that will give each WISP user LAN IP (DHCP) a download limit of 60M and Upload limit 35M with priority for gaming traffic to be routed faster.
I want the limitation to be applied on a range of DHCP pool.

I want it to be done using Mangle not using Simple queues.
