Moodle Server Stability (Windows IIS environment) follow-on work for customization

We have a moodle 3.5 system running in Windows server 2016. We are using IIS and MySQL. As we now move into production we need to stabilize the current configuration. (Performance is spotty and we have issues with the cache configuration.) I have been using a resource in India that has done some customization for us, but the quality is lacking and they have not been able to solve the performance issues.

Im ready to look for a new resource that can help me stabilize the server and take over on the customization that we would like to add to the server. Willing to initially work on a hourly basis and move to a flat fee once we have a good resource in place.

Next steps are for a call and a short project to test capability.
