Need help building restaurant app

I am developing an online application for my familys restaurant. I am an IT graduate certified in computer programming and I will be leading the project. I am interested in working with local developers but I am open to other developers as well, depending on communication and skill level.

The tech stack that I would like to build this out with will be PHP on the back-end. Then I would like to use HTML, responsive CSS and JavaScript on the front-end. This is will be a web-based application, but I plan to wrap it using Go-Native, so that I can get it on the app stores.

The reason why I am interested in working with primarily local developers is because I would like to finish this piece of software and then offer it to other businesses. So we are creating a template-like system. When I plan a meeting I would prefer that the developers are present, because sometimes I will be meeting with investors.
