.Net Core Change from Web.Config to AppSettings.json

An application was developed using .Net Core 2 and Angular 6, but it is missing some configuration for new developers and it should fix some issues related with Code First.
The application will be hosted on emaua.com

Migrate from Web.Config to use AppSettings.json keeping good practices and without breaking the code.
Create 3 development environments in .Net Core: Development, Testing and Production.
Those 3 stages can be executed through some script or command line like e.g.
dotnet --development
Fix bug related with migrations, its not creating the new database and executing migrations correctly.
Deploy and configure the 3 environments correctly, at the moment we just have Development and Production.
Bonus: If possible create the 3 environments to run together with Angular in the most simple way as possible.

Create the documentation for all the tasks above so new developers can repeat in few steps and do it by themselves.
The wiki is already hosted on GitLab and we already have servers bought for the work.

If the project is well executed we can send more tasks for the same person.
