Ohio savvy paralegal needed to write proposal

Hello,


I am seeking a paralegal to draft a document to the local police to recommend charges to the prosecuting attorney. It will need to be rooted in OH law and include attachment of evidence. This can be structured like a complaint or a memo. The document has a quick turn around because the officer will be meeting the PA on Friday. I need you to list statutes, what constitutes as the offense, how the person committed the offense and the charges I would like to bring. I already have police reports as well as civil complaint write ups and narratives as well as an exhibit list. I just need assistance on helping the police do their job because they keep wanting to route to civil for the offenses not understanding that there are criminal elements to it.
