We are looking for a pdf expert to scrape data from a Digital rights management (DRM) protected downloadable pdf that can only be viewed using a FileOpen Plug-in (not shareable).
There are three documents that are posted on a government website that we want to extract data from, but the file is posted online and a person needs to create an account and download the FileOpen Plug-in to view these documents:
National Building Code of Canada 2015
National Fire Code of Canada 2015
National Plumbing Code of Canada 2015

When downloaded, the documents are locked for use only on the computer of the named user.

Please create a free account and try to download the documents, whichshould be free as well.

Deliverables:
1. Take a look at the documents mentioned above and please give me estimated hours/proposed bid for extracting the data from the site and how you propose we extract data from it.
2. OR Please give us a quote on how much would it be to scrape from the following pdfs into a fully shareable pdf with bookmarks.

I put a budget of $200 because Toogit requires a budget. Please explain to me what hours this will take. Thank you
